The EU's mandatory pre-arrival safety declaration for all goods entering Europe.
ICS2 (Import Control System 2) is the European Union's customs pre-arrival security and safety program. Every shipment entering the EU — by air, sea, road, or rail — must have an Entry Summary Declaration (ENS) filed before arrival. Non-compliance results in shipment holds, fines, and delays.
